New Jersey Assembly Speaker Chuck Haytaian said he was "sorry New Jersey! wasn't the 38th, but well be proud to be the 39th. Ifs good government" I "We all know that the wheels of govern-j ment often turn jlowly. But two centuries is too long to wait, even by government's the amendment's sponsor in New Jersey, state Sen. Joseph Bubba.

Indeed, some raised doubts about whether the ratification will count, whether thfe. amendment is so old that it's a legal dead sue. The question could wind up in the U.Sj Supreme Court. 3 "This is the first step in a long process; hope that the bureaucrats and naysayers will not try to steal this victory from the American LANSING, Mich. (AP) It was neck-and-neck at the finish line.

But it took 203 years to complete this race. Michigan lawmakers on Thursday edged out New Jersey in the decisive vote for an constitutional amendment to restrain congressional salaries. Now the question is Whether there's any legal force. t6 something that took that long to ratify, that was forgotten for decades at a time. The amendment, to bar Congress from giving itself a midterm pay raise, was ratified by New Jersey lawmakers, a few hours after Michigan's approval.

The idea was proposed by James Madison in 1789; Maryland was the first to ratify it, on Dec. 19 that year. When the Michigan House ratified it, that state became the key 38th state to approve. The state Senate had approved it in March. "James Madison can now rest a little easier," said state Sen.

John Kelly, who led the Michigan ratification effort. "It shows there's a message from the heartland of America that the abuses of Congress have to stop. This one has been a long time in coming." The amendment reads: "No Taw, varying the compensation for the services of Senators and Representatives, shall take effect until an election of Representatives have intervened." Members of Congress currently are paid $129,500 a year. Legislatures of three-quarters of the states must ratify a proposed amendment to the Constitution for it to go into effect. Both the Michigan and New Jersey legislatures had the proposal on their agendas Thursday in an effort to become the state that would put the total over that mark.

The New Jersey Assembly passed the bill 69-0 late in the afternoon; the Senate had earlier passed it 37-0. On Tuesday, Alabama and Missouri became the 36th and 37th states to ratify the Ninon aide: Perot pledgees millions, got VOIP Ereatmenfr people, said nep. jonncoenner, who led the national enorc to resurrect mam- son's measure. In an interview with the AP, Perot insisted his contacts with the Nixon White House were limited 99 percent of the time to his widely publicized efforts to free American prisoners of war in Vietnam. But White House memos say that in private meetings with Nixon, Perot offered $50 million for a public relations effort in 1969 that included plans to buy a major newspaper and the ABC television network. He pledged another $10 million in 1970 to create a pro-Nixon think tank, the documents say.

Nixon accepted both offers, but Perot never delivered, according to the documents. Colson, assigned to work with Perot on the think tank, later concluded the offer was "one of the-most effective con jobs I ever saw in the White House." "He never put up a nickel. He parlayed that offer into access, which ended up costing him nothing," Colson said. WASHINGTON (AP) For-; mer Nixon' aide Peter Flanigan remembers Ross Perot as quite different from the man who now declares himself a political outsider. White House logs show Perot met or talked more than 40 times in the Nixon years with Flanigan, who says the Texas businessman was "the ultimate insider." Nixon administration documents reviewed by The Associated Press in the National Archives say the White House also provided VIP treatment to Perot and his family and intervened with government agencies in matters involving his computer company and taxes.

"The guy was an amazing operator," Charles Colson, Nixon's former special counsel and a Watergate conspirator, said in a 1988 oral history interview included in the documents. "I don't know anybody in the whole four years I was at the White House who was able to muscle himself in quicker into the president's own JCPenney Cross County Mai, Mattoon, IL Experience a 'CELEBRATION OF SPRING" Arkansas inmate executed; Clinton denies clemency LITTLE ROCK, Ark. (AP) A man who killed a state trooper was executed by lethal injection Thursday night after Gov. Bill Clinton denied him clemency. Also Thursday, Texas executed an inmate for killing a store owner in a holdup 14 years ago.

Steven Douglas Hill, 25, the youngest of 35 inmates on Arkansas' death row, was pronounced dead at 9:10 p.m., eight minutes after he was injected with the drugs. Clinton returned to Little Rock on Wednesday night to review his case, but denied the clemency request Thursday afternoon. The U.S. Supreme Court denied an appeal filed Thursday by Hill's attorney, Mark Cambiano. Cambiano had taken the case to the Supreme Court after the 8th U.S.

Circuit Court of Appeals at St. Louis voted 8-1 Thursday to reject an appeal by Hill, condemned for the 1984 shooting death of an Arkansas State Police investigator. As governor, Clinton has scheduled executions for 26 prisoners, of whom four have been ex ecuted. He has never granted clemency for a death row inmate. "We do support the death penalty for cop killers, multiple murderers and drug kingpins," Clinton said earlier this year.

Death penalty opponents claim Clinton's stance on capital punishment is dictated by politics. Kohl: Too little work for western Germans BERLIN (AP) Chancellor Helmut Kohl said Thursday his fellow western Germans work too" little, take too much vacation and retire too early. Not only that, Kohl said, they should get their diplomas sooner and keep factories running longer hours. As he spoke, more than 400,000 public workers in western Germany stayed off the job on the 11th day of crippling strikes. Late Thursday, union leaders said they were accepting a government wage hike package.

Even if the end is in sight to the current strikes, many see them as testing grounds for the future of Germany's economic and social system.
