The second meeting of the Cen-tral Committee of Fatah, the PLO's backbone, was turbulent, with two officials of the group's ruling 18-member body storming out after shouting matches with Arafat, PLO officials said. Most of the criticism focused on accusations that Arafat failed to consult his aides, rather than objections to the substance of the agreement. That indicated he would get the majority he needs tn rnntinne the npacp nnvoso who has halfheartedly welcomed the plan but bitterly criticized the PLQfor failing to coordinate with other Arab states who have been meeting with Israel throughout a 22month-old peace process. The official Jordanian news agency said Arafat and Hussein conferred by telephone, and the Jordanian monarch renewed his support for the contents of the Palestinian agreement with Israel.

Israeli officials have said the accord, approved by the Israeli Cabinet on Tuesday, could be signed within days. Foreign Minister Shimon Peres said Friday the deal could be a catalyst for other talks with Syria, Jordan and Lebanon. "We are very near to complete peace," he said after three-hour meeting with French President Francois Mitterrand. "It is the only way out for the Arabs, for us and for the world." The Israeli-Palestinian agreement also could lead to mutual recognition between Israel and the Palestine Liberation Organization, and U.S. recognition of the PLO, long shunned as a terrorist group.

In Washington, officials said President Clinton's administration will approach Congress soon on reopening talks with the PLO. Nabil Shaath, chief political strategist for Arafat, said in Washington "there are assurances" from the Clinton administration of U.S. recognition. Despite talk of peace, violence was still the rule in some places. Shiite Muslim guerrillas who oppose the peace process exchanged machine-gun and mortar fire with Israel's surrogate militia in south Lebanon.

He also said the United States enthusiastically supports national reconciliation talks set for Monday among the government and key political groups in the country. Cease-fire offered in Angola strife LISBON, Portugal (AP) UNITA rebel leader Jonas Sav-imbi said Friday he would agree toa cease-fire in the Angolan civil war to let emergency aid airlifts reach 3 million people believed cut off from food supplies. Savimbi made the offer in a surprise telephone call to President Mario Soares. According to a statement from Soares's office, Savimbi said he would repeat the cease-fire offer in a telephone call to U.N. Secre-Oary- General Boutroa Boutrosi.
