WASHINGTON George Bush laboredTuesday to trim the first speech he will deliver as president into more ser-monette than sermon, while the capital and an estimated 300,000 celebrants made ready for an Inauguration extravaganza that won't leave much else to moderation. Congress, meanwhile, accorded a warm reception to Bush's closest confidant and senior Cabinet appointee, James A.

Baker III, who at confirmation hearings pleaded f6r a partnership btjiwetm the executive and leglalativc-branches in the conduct of America's foreign policy. Baker, sure to win approval as secretary of state, said the first order of business should be "a meeting of our minds on how to proceed with the Soviet Union." The task, he said, "is to arrange affairs so that whatever the outcome of perestroika, a more responsible, constructive foreign policy will remain In Moscow's Interest." Elsewhere In the capital, thousands of performers, from Hollywood heart-throbs to high-school majorettes, rehearsed for scores of inaugural events. The first will be a twilight pageant at the Lincoln Memorial on Wednesday. The leading man remained in the cutting room, trying to reduce the length of the address he will deliver Friday at noon, upon taking office as president. He aimed at "something in the range of 15 minutes or less," said spokeswoman Sheila Tate.

The speech was drafted by Peggy Noonan, the principal author of Bush's Republican convention acceptance speech last summer and a contributor to President Reagan's nationally broadcast farewell last week. Referring to numerous incidents in which Bundy exhibited bizarre behavior during his trial, the appeal maintained that Bundy had been mentally incompetent at the time. "This court has never addressed the issue of when, if ever, a (post-trial)hearing would be adequate to remedy a violation of a defendant's right to a contemporary determination of his competency when sufficient (indications) arise at trial," the appeal said. The Supreme Court in 1966 said defendants have a right to such a "contemporary" competency hearing. A federal judge in 1986 ruled that Bundy had been competent in 1980, calling him "the most competent serial killer in the country at this time a diabolical genius." The 11th U.S. Circuit Court of Appeals upheld the competency ruling.

The Leach girl disappeared from a junior high school on Feb. 9, 1978. Her body was found in an abandoned pig sty. Prosecutors said that on the night of Jan. 15, 1978, Bundy entered a Chi Omega sorority house on the Florida State campus and attacked four coeds, killing two and seriously injuring two.

Margaret Bowman and Lisa Levy, attacked as they slept, were killed. Justices William J. Brennan and Thurgood Marshall, who oppose capital punishment under all circumstances, voted to overturn Bundy's death sentence. Split, delivered 6 stacked, MO. Call 345-9238 WASHINGTON Theodore Bundy, the serial killer called "a diabolical genius" by one judge, faces death in Florida's electric chair next week after losing a Supreme Court appeal Tuesday.

The justices, by a 7-2 vote, rejected arguments that Bundy, 42, was mentally Incompetent when he stood trial In 1980 for the slaying of a 12-year-old girl in Lake City, Fla. Within an hour of the high court's action, Florida officials said Bundy would be executed Tuesday at 7 a.m. under a death warrant signed by Gov. Bob Martinez. Bundy has also received death sentences for the 1976 killings of two Florida State University sorority sisters who were beaten and strangled just three weeks before the Lake City murder.

Bundy, whose case was depicted in a television miniseries named "The Deliberate Stranger," previously has come within hours of being executed only to win postponement. Tuesday's order marked the fourth time the Supreme Court has considered a formal appeal involving one of his convictions or death sentences. "We hope justice can now be served in this case," Florida Attorney General Robert Butterworth said. After signing the death warrant, Martinez called Bundy "one of the most notorious killers in our nation's history" who "has used legal manueverings to dodge the electric chair for 10 years." "Justice has been on hold for a Martinez said, "and it's about time Ted Bundy paid for his crimes." But James Coleman one of the Washington lawyers representing Bundy, said, "We will seek to stay the execu-; tion, perhaps as early as tomorrow." Coleman said he planned to -file an emergency appeal in Florida state court. "If we do not win a stay in the state 'courts, I expect we will be back in federal court," he said, declining to disclose what legal theory would be advanced.

In the appeal acted on Tuesday, lawyers for Bundy argued that lower courts wrongly determined at a much later date that he had been competent to stand trial in 1980 West criticizes East Peain Insurance ts an A BEST Instruction rated A (Superior) Company EDUCATION TRAINING ANDERSON Realty-Ins. VIENNA, Austria (AP) Western nations criticized the i human rights records of some East European countries Tuesday, singling out harsh police actions the United States called a "glaring contradiction" of international commit- ments. At a conference of foreign ministers, outgoing Secretary of State George P. Shultz coupled praise for the Soviet Union's new openness under President Mikhail S. Gorbachev with criticism of some of its allies. He was more direct than most West European ministers, attacking Czechoslovakia, East Germany, Bulgaria and Romania by name for police crackdowns on dissidents and persecution of minorities.

Shultz and his colleagues gathered at the end of a 27- month conference to review the 1975 Helsinki agreements on European security and cooperation, Including human rights. The Helsinki accords were signed by 35 countries: the United States, Canada and all European nations except Albania. Delegates had barely adopted their final document Sunday when Czechoslovak riot police crushed a rally in Prague. Bush foresees better U.S.-Iran relations WASHINGTON (AP) At a moment of standstill and silence in U.S. contacts with Iran, President-elect Bush says he can visualize a day of better relations a comment he hopes may help "unlock the locks" that bind nine American hostages. Bush spoke in general terms, saying that a tie of change in administrations also can be a time of change in troubled relationships abroad.

"I don't start off with the view that we always have to be at loggerheads with Iran," the president-elect said in a recent interview with The Associated Press. He said Iran also could take steps, beginning with the hostage impasse, to demonstrate a desire for better ties with Washington. Bush becomes president on Friday, eight years almost to the hour from the release of the 52 U.S. Embassy hostages who were held in Tehran for 444 days and freed when President Reagan took office. Jimmy Carter's final days as president were marked by intense, indirect negotiations with Iran for the release of those captives.

That history has given rise to speculation about the possible release of American hostages in Lfibawm as Bush succeeds Reagan. The militant Shi'ite Moslenr kidnappers are aligned with Iran, and a State Department official said Tehran can control their fate. Senate panel urges Baker to press for renewed U.S.-Soviet arms talks WASHINGTON (AP) Secretary of State-designate James A. Baker III deftly sidestepped most direct questions Tuesday at his Senate confirmation hearing, including queries about when the United States would resume nuclear arms control talks with the Soviet Union. But in his answers to questions from members of the Senate Foreign Relations madeitrclear that the administration of President-elect Bush will largely adhere to paths laid down by President Reagan, and will move cautiously when it does depart from those policies.

In the Middle East, in Central America, in South Africa all trouble spots the new administration will be forced to grapple with in its early months in office Baker disclosed no specific plans for dramatic change, saying Only that policies are under review and that in some instances the Bush team will be open to new approaches. As the scheduled two-day hearing committee chairman Sen. Claiborne Pell, urged Baker to press for quick resumption of strategic arms control talks with the Soviets. The START talks on deep cuts in strategic nuclear weapons have been recessed since November, and the incoming Bush administration is reviewing U.S.-Soviet relations, Including arms-control negotiating postures. Solidarity spokesmen declined, comment Tuesday until the meeting ends. Lech Walesa, Solidarity chairman, had demanded the authorities agree to recognize the labor movement before he talks with them on Poland's future.
