Lance L. Cobble, 23, was stopped in his car by Mattoon police officers in the 1600 block of Richmond and was ticketed for driving without a valid driver's license.

He was taken to the Mattoon Police Department, where, according to reports, he allegedly became loud and abusive. Police asked him on more than one occasion to stop arguing and to be seated, warning him that he would be charged with disobeying a police officer. When he allegedly refused, police charged him. Cobble was the subject of a controversy earlier in the year when an off-duty sheriff's deputy tailed his car from Mattoon and radioed ahead to Charleston police to set up a road block. Cobble claimed police pulled him from his car, pulled his hair out and chipped his tooth.

All charges against him there were eventually dropped. The disobeying a police officer charge is a city violation, payable by a fine. Cobble was released after posting $35 bond and was given an Oct. 19 court date. Also arrested over the weekend was Mark G.

Firemen turned off the light. Markets- NEW YORK (UPI) Stocks stumbled early today after economist Henry Kaufman painted a grim picture of long-term credit markets. Columbus Day trading was slow. Kaufman, a Salomon Brothers economist widely respected on Wall Street, said Reagan administration taxcut and defense spending policies are likely to produce large budget deficits that would create problems in credit markets. He precicted the prime lending rate soon would drop to about 16 percent from the present 19 percent but would rise again in a clash between Reaganomics and the Federal Reserve's tight credit policies.

Against this background, the Dow Jones industrial average, up more than a point at the outset follwing Friday's 5.14-point setback, was off 5.24 points to 867.76 around noon EDT. The Dow, which jumped 12.27 points overall last week, and the rest of the market ran out of steam after Kaufman predicted long-term rates will rise as soon as the economy indicates it is reviving from its present course of stagflation.
