Belgrade ranked as the cheapest of the II cities surveyed by Business International S.A. to help U.S. corporations determine living allowances for foreign-baaed executives.

'Lagos at 146 points on the index took top place for the fourth con secutive year, with Tokyo rating lit points, Tehran 111 and Cairo 114. All other foreign cities have become cheaper than New York because of the buying power of the U.S. dollar, according to the survey, which was based on foreign exchange rates during the week of Jan. 24 to 31 this year. In past surveys, a lower dollar had made numerous foreign cities more expensive than New York, which with 100 points on the scale is used as the base for comparison.

There were two U.S. cities slightly more expensive than New York Chicago and San Francisco. Down at the bottom, Belgrade ranked 91st and cheapest with just 40 points on the index. The other cheapest cities for American executives and their families were Quito (43 points), Sao Paulo (45), Rio de Janeiro (46) and Johannesburg and Harare (48). "As a result of the persistent strength of the U.S.

dollar living costs In most major cities around the world, especially in Europe, are even greater bargains than last year," the report said. "The world's cheapest cities are in Latin America in spite of soaring levels of inflation." it said. In the Nigerian capital of Lagos, the survey said, "scarcities lead to exorbitant black market prices such as $17 for a kilo of rice." spokesman said Wednesday. Collett, 63, was temporarily working for the U.N. Relief and Works Agency for Palestinian refugees in Lebanon when he was kidnapped by gunmen while driving in a car near Beirut airport March 28. He is among at least eight foreigners believed kidnapped and held by terrorists in Beirut. His wife, who lives In New York City, received a videotape Tuesday with a message from her husband, spokesman Joe Sills said.

'He said he waa in good shape and health and was being treated -well," Sills said. "He said he was getting medication for his diabetes." The videotape was mailed anonymously from Switzerland. Sills said there was no way to determine when the videotape was recorded or where. Sills quoted Mrs. Collett as say- tag her husband sent greetings to his colleagues in the U.N.

The group that kidnapped Collett previously claimed credit for killing British diplomat Kenneth Whit-ty in Athens in March 1984 and the murder of Britain's High Commissioner in Bombay, Percy Morris, last November. Other foreigners believed held by kidnappers in Lebanon include Americans William Buckley, 56, political officer at the U.S.
