"We don't need any technological breakthroughs to mine more coal. Health and environmental standards don't need to be relaxed because of unlimited supplies." Seltzer warned of the social effects of local coal booms on Appalachian communities. "A fast, consumer-oriented growth results from a rapid rise in spendable income." (UPI) -A widespread coal boom in eastern Kentucky and other Appalachian states may not materialize as the industry hopes, says Dr. Curt Seltzer of the U.S. Office of Technology and Assessment. At a recent University of Kentucky seminar on coal and social problems, Seltzer said the regions will likely experience local increases in coal production but not nearly as great as expected several years ago in the wake of shrinking oil imports and spot energy shortages.

That, Seltzer said, is because people are conserving and other fuel forms are still more Surface and underground mining in 1977 produced 535 million tons of coal east of the Mississippi River, according to draft projections by his office which does congressional research. By 1985, up to 590 million tons will be produced, and by 2000, the figure is expected to be between 510 million and 680 million tons. Eastern state production increases, most likely in underground mining, may lag behind earlier and higher predictions because electrical consumption is not growing as fast as once expected. "Conservation is working," Seltzer said. "Oil and gas will still be around for four to five decades.
