JG-TC www.Jg-te.eom ACCIDENT IN LERNA Vatican: 848 priests defrocked for abuse since '04 A2 WEDNESDAY, MAY 7, 201 4 credible cases of abuse had been referred to the Vatican, including 401 cases in 2013 alone. He said that over the last decade, 848 priests had been defrocked, or returned to the lay state by the pope. Another 2,572 were sentenced to a lifetime of penance and prayer or some other lesser sanction, which is often used when the accused priest is elderly or infirm. Acknowledging the high number of priests sanctioned with the lesser punishment, Tomasi said it still amounted to disciplinary action and that the abuser is "just put in a place where he doesn't have any contact with the children." The Associated Press in January reported that then-Pope Benedict XVI had defrocked 384 priests in the final two years of his pontificate, citing documentation Tomasi's delegation had prepared for another U.N. committee hearing that matched data contained in the Vatican's statistical yearbooks.

JOHN HEILPRIN NICOLE WINFIELD Associated Press GENEVA The Vatican released comprehensive statistics for the first time Tuesday on how it has disciplined priests accused of raping and molesting children, saying 848 priests have been defrocked and another 2,572 given lesser sanctions over the past decade. The Vatican's U.N. ambassador in Geneva, Archbishop Silvano Tomasi, revealed the figures during a second day of grilling by a U.N. committee monitoring implementation of the U.N. treaty against torture.

Tomasi insisted the convention applied only inside the tiny Vatican City state. But he nevertheless released statistics about how the Holy See has adjudicated sex abuse cases globally, and significantly, he didn't dispute the committee's contention that sexual violence against children can be considered torture. The council also conducted a public hearing on and then approved changes to the property at 111 N. 14th and nearby lots. Public Works Director Curt Buescher said the three owners of the total of six tracts of property requested the change, mostly vacating rights of way for streets no longer in use. He said the rights of way divide the lots and the owners want to be able to treat their properties as single lots. Buescher also said the city will maintain easements to the property that would allow access to an underground sanitary sewer line in case repairs to the line are needed.

The council's votes Tuesday were all 5-0 and also included approval of: City tourism funds for the Illinois High School state track and badminton tournaments, Eastern Illinois University's the preliminary engineering services for work on the intersection of Dettro Drive and Illinois Route 16, according to the agenda. The engineering plan will serve as the preliminary steps in constructing a right turn lane on eastbound Route 16, west of Dettro Drive, and a new street on the west and south sides of Walmart to connect Route 16 to Dettro Drive near the southeast corner of the Walmart site, city record says. Public Works Director Dean Barber said the design work would begin immediately; however, the city department plans to work for several years on the Illinois Department of Transportation documentation and negotiations with adjacent property owners before construction will begin. "It's a long-term investment," Barber added. The council also: Approved a $410,054.94 bid from AJ Walker Construction Company for the South Ninth Street Drainage Project.

Most of the money then goes to business grants but some is used to repaya loan to the city general fund while other local taxing districts receive refunds, he explained.

Also Tuesday, the council approved a new contract with the union representing the city's firefighters. Rennels said the three-year contract includes a 3 -percent salary increase for each year of the agreement along with some health insurance and other changes. It also features a command structure change which the council approved separately. With the change, REPORT From A1 a Texas Tech University climate scientist. The council approved the contract following a 30 -minute closed session discussion. Typically the contracts are set for three-year cycles; however, this round the council agreed on a four-year agreement because a three-year contract would slate negotiations during an election year, Gill said prior to a special meeting called last month.
